Description

A Multi-Tiered System of Support (MTSS) is a comprehensive framework designed to ensure that every student receives the right level of academic, behavioral, and social-emotional support. At its foundation is strong, inclusive Tier 1 instruction for all learners, supported by additional tiers of targeted (Tier 2) and intensive (Tier 3) interventions. This session explores the core components of MTSS, clarifies its relationship to RTI and PBIS, and introduces the leadership, competency, and organizational drivers that enable sustainable implementation. Participants will reflect on their current system  and identify entry points to strengthen support at every level.

Objectives

  • Define Multi-Tiered Systems of Support (MTSS) and explain how it compares to RTI and PBIS.
  • Describe the purpose and function of each tier of support and the importance of strong Tier 1 instruction as the foundation.
  • Explain the three implementation drivers - leadership, competency, and organization - and their role in building sustainable systems.
